In response to reports of Peace Myanmar Group and ties to Kokang warlord and narcotics trafficker, Yang Mao-liang

We recently concluded research into allegations that Peace Myanmar Group (PMG) is associated with narcotics trafficker and Kokang warlord, Yang Mao-liang. We can state unequivocally, and for-the-record, that, at no level in the business does PMG have any commercial, familial, personal, professional, physical or any other ties with this individual or the MNDAA (Myanmar National Democratic Alliance Army). PMG was founded by U Tun Linn, U Thein Win and U Min Aung in 1993 on June 24^th as seen in our certificate of incorporate and shareholder documents, using money from existing legitimate businesses.

The allegations first appeared in 1998 in an Asia Week article titled “Business Is Blooming”. We understand that collecting accurate information, and newsgathering, in Myanmar at that time was incredibly difficult. Nevertheless, it should have been done properly. The article and its allegations, written in English language, spread for years undiscovered by our entirely Myanmar speaking organization until much later. Our leadership was unequipped to address the article and its inaccuracies effectively and as a result, they and the business continues to suffer unduly from the falsehoods reported by the authors.

After speaking to both of the original journalists at length, we discovered that they had no actual evidence of the claims made. In fact, they only used rumors to make these allegations (a rumor defined as any unverified account). They were unable to verify the claim of PMG’s associations to the MNDAA, yet proceeded to publish as if it were verified fact. Their few sources were obviously unable to provide them any material evidence supporting their claims. We believe that either:

(1) the rumors were spread by competing interests to harm our business or;

(2) their sources, and ultimately the authors, confused our business with other parties.

It is more likely the latter, as the authors wrote PMG produces “several energy drinks” and a whisky called “Highland Pride” – neither of which has ever been produced in the history of our business, therefore we believe the sources had a very low level of knowledge of PMG, or no direct knowledge at all.

One author made an attempt at requesting the relevant shareholding documents from the government but was unsuccessful. If he had been successful, it would have been shown that the information from their sources about PMG’s beneficial ownership was false. PMG was not contacted for an opportunity to respond to this article before it was published.

After discovering this, PMG took it upon itself to provide said author with the same shareholding documents he requested, as well as all related documents prior to 1999, and the company stands prepared to provide all of this same information and more to the numerous other authors, journalists or analysts who took their claim as fact and used it, wrongly, in their own publications. We are actively seeking updates, redactions or corrections in all versions of books, articles or reports.

In doing so, if any author, including the original authors, maintains this information is correct, we invite them to contact us with literally a single piece of proof to maintain their positions. While we are certain there is none, we are also happy to discover why and how the rumor was given its credibility so we may be collaborative in addressing it further.

Peace Myanmar Group (PMG) နှင့် ကိုးကန့်စစ်ဘုရင် မူးယစ်မှောင်ခိုကူးသူ ရန်မိုးလျံ Yang Mao-Liang တို့ကြား ပက်သက်မှုရှိနေသည်ဟူသော စွပ်စွဲချက်များကို ကျွန်ုပ်တို့ မကြာသေးမီက စိစစ်လေ့လာခဲ့ပါသည်။ သို့ဖြစ်၍ ယခု တရားဝင်အတိအလင်းကြေညာလိုသည်မှာ PMG စီးပွားရေးလုပ်ငန်း၏ မည်သည့်အစိတ်အပိုင်းတွင်မှ ရန်မိုးလျံနှင့်သော်လည်းကောင်း၊ မြန်မာအမျိုးသား ဒီမိုကရက်တစ် မဟာမိတ်တပ်မတော် (Myanmar National Democratic Alliance Army – MNDAA) နှင့်သော်လည်းကောင်း စီးပွားရေး၊ မိသားစုလူမှုရေး၊ ပုဂ္ဂိုလ်ရေးနှင့် လုပ်ငန်းသဘောအရ အပြင် အခြားမည်သည့်ပက်သက်ဆက်နွှယ်မှုမှ မရှိပါ။ ကုမ္ပဏီမှတ်ပုံတင်စာချုပ်နှင့် ရှယ်ယာရှင် မှတ်တမ်းမှတ်ရာများတွင် ဖော်ပြထားသည့်အတိုင်းပင် PMG ကို ၁၉၉၃ ခုနှစ် ဇွန်လ ၂၄ ရက်နေ့တွင် ဦးထွန်းလင်း ၊ ဦးသိန်းဝင်း နှင့် ဦးမင်းအောင်တို့က တရားဝင်လည်ပတ်လျက်ရှိသည့် လုပ်ငန်းများမှ ရရှိသောငွေများကို ရင်းနှီးကာ ပူးပေါင်းတည်ထောင်ထားခြင်းဖြစ်ပါသည်။

ထိုစွပ်စွဲချက်များသည် ၁၉၉၈ ခုနှစ် Asia Week မဂ္ဂဇင်းတွင် ပါရှိသော “Business is Blooming” ဆောင်းပါးတွင် ပထမဆုံးအကြိမ်အဖြစ် ပေါ်ထွက်လာခဲ့သည်။ အဆိုပါကာလများတွင် မြန်မာနိုင်ငံ၌ မှန်ကန်တိကျသော အချက်အလက်နှင့် သတင်းများစုဆောင်းခြင်းမှာ လွန်စွာခက်ခဲခဲ့လိမ့်မည်ကို ကျွန်ုပ်တို့ နားလည်သော်လည်း တိကျသေချာစွာဆောင်ရွက်ခဲ့သင့်ပါသည်။ အဆိုပါဆောင်းပါးနှင့် တကွ ပါရှိသောစွပ်စွဲချက်များကိုအင်္ဂလိပ်ဘာသာဖြင့် ရေးသားဖော်ပြထားခြင်းကြောင့် ၎င်းတို့ ပျံ့နှံ့ပြီး နှစ်အတော်ကြာချိန်မှသာ မြန်မာဘာသာစကားကိုသာအသုံးပြုသော ကျွန်ုပ်တို့ အဖွဲ့အစည်းက ထိုအကြောင်းကို သိရှိခဲ့ရပါသည်။ ၎င်းဆောင်းပါးနှင့်တကွပါရှိသည့်အမှားများကို ကျွန်ုပ်တို့၏ အုပ်ချုပ်သူအဖွဲ့မှ တိတိကျကျဖြေရှင်းခွင့်မရခဲ့သည့်အတွက် ၎င်းတို့နှင့်တကွ လုပ်ငန်းတစ်ခုလုံးသည် ဆောင်းပါးရှင်များ၏ မှားယွင်းစွာရေးသားဖော်ပြမှုကြောင့် ဆုံးရှုံးနစ်နာမှုများရှိနေဆဲဖြစ်ပါသည်။

မူရင်းသတင်းထောက်နှစ်ဦးစလုံးနှင့်ဆက်သွယ်ကာ အချိန်ယူဆွေးနွေးခဲ့ပြီးနောက် စွပ်စွဲချက်များ အတွက် သက်သေအထောက်အထားမရှိခဲ့ကြောင်းကို ကျွန်ုပ်တို့တွေ့ရှိခဲ့ပါသည်။ (အတည်ပြုထားခြင်း မရှိသည့်ပြောဆိုချက်) ကောလာဟလများကိုအခြေခံကာ ထိုစွပ်စွဲချက်များကို ရေးသားခဲ့ခြင်းလည်း ဖြစ်ပါသည်။ ဆောင်းပါးရှင်များသည် MNDAA နှင့် PMG ကြားဆက်နွှယ်မှုစွပ်စွဲချက်ကို အတည် မပြုနိုင်သော်လည်း အတည်ပြုပြီးသည့်အချက်အလက်ကဲ့သို့ မှတ်ယူကာ ပုံနှိပ်ဖော်ပြခဲ့သည်။ ၎င်းတို့၏ အနည်းငယ်မျှသော သတင်းရင်းမြစ်များသည် ၎င်းတို့စွပ်စွဲချက်များအတွက် တိကျမှန်ကန်သော သက်သေများ ပံ့ပိုးပေးနိုင်ခြင်းမရှိခဲ့ပါ။

ထိုအတွက်

(၁) စီးပွားပြိုင်ဘက်များက ကျွန်ုပ်တို့လုပ်ငန်းကို ထိခိုက်နစ်နာစေရန် ကောလာဟလများ ဖြန့်ဖြူးခဲ့ခြင်း

သို့မဟုတ်

(၂) သတင်းအရင်းအမြစ်များနှင့်တကွ ဆောင်းပါးရှင်များက ကျွန်ုပ်တို့လုပ်ငန်းကို အခြား အဖွဲ့အစည်း တစ်ခုခုနှင့် အမှတ်မှားခဲ့ခြင်း ဖြစ်နိုင်သည်ဟု ကျွန်ုပ်တို့ ယုံကြည်ပါသည်။

အဆိုပါ အချက်(၂) ချက်တွင် နံပါတ်(၂) ဖြစ်သည့် အမှတ်မှားခဲ့ခြင်းသာ ပို၍ဖြစ်နိုင်သည်။ အဘယ့်ကြောင့်ဆိုသော် PMG က လုပ်ငန်းသက်တမ်းတစ်လျှောက် မည်သည့်အခါကမှ ထုတ်လုပ် ဖြန့်ဖြူးခြင်းမရှိခဲ့သည့် “အားဖြည့်အချိုရည်များ” နှင့် “Highland Pride” ဟူသော ဝီစကီ အမှတ်တံဆိပ်တစ်ခုကို ထုတ်လုပ်သည်ဟု ဆောင်းပါးရှင်များက ရေးသားဖော်ပြခဲ့ကြခြင်းကြောင့် ဖြစ်သည်။ ထို့ကြောင့် ထိုသတင်းအရင်းအမြစ်များသည် PMG နှင့်ပက်သက်ပြီး အနည်းငယ်သာ သိရှိနားလည်ခဲ့လိမ့်မည်၊ သို့မဟုတ် လုံးဝသိရှိခဲ့မည်မဟုတ်ဟု ယုံကြည်ပါသည်။

ဆောင်းပါးရှင်တစ်ဦးက သက်ဆိုင်ရာ အစုရှယ်ယာပိုင်ဆိုင်မှုစာရွက်စာတမ်းများကို အစိုးရ အဖွဲ့အစည်းများထံမှ တောင်းဆိုရန် ကြိုးပမ်းခဲ့သော်လည်း မအောင်မြင်ခဲ့ပါ။ သို့သော်လည်း ဆောင်းပါးကိုမူ ဆက်လက်ရေးသားခဲ့သည်။ အစုရှယ်ယာပိုင်ဆိုင်မှုစာရွက်စာတမ်းများရရှိခဲ့ပါက ၎င်းတို့၏သတင်းရင်းမြစ်ထံမှ သိရှိရသော PMG ၏ ပိုင်ဆိုင်သူအကြောင်း သတင်းအချက်အလက်များ က မှားယွင်းနေကြောင်း သိရှိနိုင်ခဲ့ကြမည်ဖြစ်သည်။ PMG ကိုလည်း ဤဆောင်းပါးကို ပုံနှိပ်ဖြန့်ဝေခြင်း မပြုခင် ဆက်သွယ်လာခြင်း မရှိခဲ့သဖြင့် ချေပရှင်းလင်းခွင့် မရခဲ့ပါ။

ဤအခြင်းအရာများကို သိရှိပြီးနောက် PMG က ၁၉၉၉ ခုနှစ်မတိုင်ခင်ကာလအထိ ၎င်း၏ သက်ဆိုင်ရာ အစုရှယ်ယာပိုင်ဆိုင်မှု မှတ်တမ်းမှတ်ရာအစုံအလင်ကို ဆောင်းပါးရှင်တစ်ဦးထံ ပေးပို့ခဲ့ပါသည်။ ထို့အပြင် ကုမ္ပဏီအနေဖြင့် စာနယ်ဇင်းအသီးသီးတွင် ဤစွပ်စွဲချက်ကို အတည်ယူကာ မှားယွင်းဖော်ပြခဲ့ ကြသော အခြားဆောင်းပါးရှင်များ၊ သတင်းထောက်များနှင့် လေ့လာဆန်းစစ်သူအများအပြားကိုလည်း အလားတူအချက်အလက်မှတ်တမ်းမှတ်ရာများကို ပံ့ပိုးပေးရန် အသင့်ရှိပါသည်။ ကျွန်ုပ်တို့သည် စာအုပ်များ၊ ဆောင်းပါးများနှင့် ပြန်တမ်းများ အမျိုးအစားအားလုံးတွင် အသစ်ဖြည့်စွက်မှု၊ ပယ်ဖျက်မှုနှင့် အမှားပြင်ဆင်မှုများ ပြုလုပ်ပေးခြင်းကို စောင့်ကြည့်ရှာဖွေလျက်ရှိပါသည်။

ဤသို့ဆောင်ရွက်နေခြင်းကြောင့် မူရင်း‌ဆောင်းပါးရှင်များအပါအဝင် မည်သည့် ရေးသားဖော်ပြသူမဆို ထိုသတင်းအချက်အလက်မှန်ကန်ကြောင်း ၎င်းတို့ယူဆပါက ၎င်းတို့၏သဘောထားခံယူချက်များကို သက်သေပြရန် အထောက်အထားတစ်ခုခုဖြင့် ကျွန်ုပ်တို့အား ဆက်သွယ်လာကြစေလိုပါသည်။ အဆိုပါသတင်းထောက်များထံတွင် အထောက်အထားသက်သေပြချက်များမရှိကြောင်းကို ကျွန်ုပ်တို့ အတပ်သိပြီးဖြစ်သည့်အလျောက် အဘယ့်ကြောင့် ထိုကောလာဟလကို ယုံကြည်ထောက်ခံခဲ့ကြ ကြောင်းကိုလည်း ကျွန်ုပ်တို့ သိရှိလိုပါသည်။ သို့မှသာ ရှေ့ဆက်၍ အမှန်အတိုင်းဖြစ်စေရန် ပူးပေါင်းကာ ချေပဖြေရှင်းပေးနိုင်မည်ဖြစ်ပါမည်။
